Zurndorfer, The Office of Personnel Management (OPM) now has the ability to set up plans for providing enhanced dental and vision benefits to federal employees and their dependents, according to the Federal Employee Dental and Vision Benefits Enhancement Act of 2004. The Federal Employees Dental and Vision Insurance Program (FEDVIP) provides dental and vision coverage to all qualified federal and postal service employees, annuitants, and their eligible family members (FEDVIP). Buying dental and vision insurance as a group means lower premiums and no restrictions on pre-existing conditions. Premiums are withheld from the gross pay of all federal and postal employees who participate in the FEDVIP.

Anyone can apply for FEDVIP

Each year, from the second Monday in November to the second Monday in December, which is known as the “open season” for federal benefits, anyone can apply for FEDVIP. Employees who are new or rehired have 60 days from the date of hire to enroll. From November 11 through December 9, 2019, the FEDVIP open season will be held. For workers who enroll in a dental or vision plan or change their 2019 FEDVIP dental and/or vision plan for 2020, premiums will be deducted from the first pay date of each month beginning Jan. 1, 2020. Employees have access to dental and vision plans. They can choose from self-only, self-plus-one, or self-and-family coverage options. Employees’ wives and unmarried dependent children under the age of 22 are family members who are eligible for benefits (not age 26 as is true with the FEHB program). Is the employee better off “self-insuring” or acquiring insurance in 2020 if the employee or a family member is likely to spend significant dental and vision expenses? Does putting money aside to cover future expenses help the employee’s financial situation? Instead of enrolling in separate dental and vision insurance, why not “self-insure” by using an HCFSA, LEXSA, or HSA to pay for dental and/or vision expenses? Is it more cost-effective to “self-insure” with an HCFSA, LEXSA, or HSA? Does it make sense for the employee to look into purchasing an individual dental and vision insurance plan from an insurance provider when the FEDVIP payments are paid by the employee?

The TRICARE Retiree Dental Program will be phased out by the end of this year. Beginning in 2019, government employees will have access to dental and vision insurance for the first time. There are ten dental and four visual options available through FEDVIP. In the fall of current year, first-time FEDVIP dental and vision plan participants will have the opportunity to do so for coverage in 2019.
